Barbara Richardson

Barbara Richardson assumed the role of Insurance Commissioner in the great state of Nevada in March of 2016. Prior to accepting that role, Barbara had been the New Hampshire Insurance Department's Director of Operations and Fraud for 12 years. Before that she worked at various times in her career for CNA, Kemper Financial, the Federal Reserve Bank in Chicago and Putnam Securities.

Barbara is a graduate of Vassar College and has a law degree from the University of New Hampshire School of Law and an MBA from Loyola University in Chicago. She has been an active member on the national level of the NAIC's various Committees, Task Forces and Work Groups including most recently, the Innovation Task Force, the SERFF Board and the Antifraud Task Force. Barbara has three grown sons whom she is very proud of and who live throughout the United States.


Heather Korbulic joined the Silver State Health Insurance Exchange (Exchange) as Chief Operations Officer in August 2015 after serving eight years with Aging and Disability Services Division as the State of Nevada's Long Term Care Ombudsman. She has an extensive background working in the legislative process including state and federal budgets. Korbulic has specific expertise with the interpretation and application of State and Federal regulations, coordinated project management, complaint resolutions, quality assurance development and strategic planning. On September 20, 2016, she was named Executive Director of the Exchange and today oversees a team of more than a dozen full-time employees. She also manages the Exchange’s collaborative relationships, including Exchange Enrollment Facilitators (EEFs) comprised of both licensed navigators and Certified Application Counselors (CACs), who participate in outreach and education across the state. She works closely with agents and brokers who play a prominent role in enrolling consumers in qualified health plans (QHPs). During the most recent Open Enrollment period Korbulic worked directly with 11 Navigator/In-Person Assister organizations, five Broker Agency grantees and over 100 participating brokers to enroll thousands of Nevadans in healthcare plans.


Korbulic's professional experience has always involved working within the healthcare field or directly on health policy, specifically as it applies to consumers and how to offer them an unrivaled level of service and the care they deserve. In her former role as chief operations officer of the Exchange and now as Executive Director, Korbulic has become an expert on the ever-changing Affordable Care Act (ACA). As a result, she remains nimble and flexible in adapting to ongoing changes created by the political landscape, yet always remaining committed to providing the best possible insurance coverage to uninsured and underinsured Nevadans. Korbulic provides strategic leadership and direction for the Exchange and continues to be intimately involved with all of its operations, from nurturing relationships with stakeholders to managing projects and grants while forging productive relationships with the federal government and sister agencies.
